If the ink once get dried, how can I get it back in the same liquid form?

You need to use the printer. Ink will dry regardless of what you do. INk is water based, water evaporates leaving the fine particulate which creates the colour to gum up your print head.
all you need to do is use your printer, once a week or run a print head cleaning every 2-3 weeks.
Once dried there’s nothing you can do to get the ink flowing again.

you need to keep the printer cool as it is heat of a room that dries it out.
If it is an Epson then with luck they do a head cleaner cartridge, but you need one for each colour

click printer setting on solution menu (desktop icon), click maintenance tab click instructions read the features it tells you how to clean printer heads etc..
