when i turn the printer on, the two error lights start flashing swiftly but the ink level is fine and there’s no paper jam. Also when i click on printing preferences and go to the maintenance tab, the first option: status monitor 3 is unavailable.

Try restarting your computer first with the printer off. After restarting, turn the printer on again. If the message reappears, you’ll have to uninstall the printer drivers and reinstall the drivers again. You can find the drivers on Epson's website.
By the way is the epson r210 from another country because when i tried searching for it, the printer was listed as australian only.

Depends on your operating system. XP uses different drivers from Vista.
Install or reinstall the correct printer drivers, either from the Epson CD, or you can download them from the Epson support site.
